From 1 July 2023, all High Productivity Freight Vehicles (HPFV) and Performance-Based Standards (PBS) combinations greater than 68.5 tonnes Gross Combination Mass (GCM), or longer than 26m, that are used in Victoria must be equipped with a Smart On-Board Mass (OBM) measurement system integrated with the vehicle’s telematics.
The new regulation is introduced as Victoria joins New South Wales and Queensland in requiring Smart OBM systems to be integrated into the Intelligence Access Program (IAP) or Telematics Monitoring Application (TMA).
A Smart OBM system automatically sends data of a heavy vehicle’s axle-group mass, along with the location at the time of reading, via an IAP or TMA system to Transport Certification Australia (TCA) at regular intervals to validate compliance at any given time. The location data can also be used to verify any permits associated with a vehicle. With MTData, the in-vehicle screen, Talon, will display the weights to the driver.
Operators with HPFV or PBS vehicles requiring an OBM system can select which application is best for their fleet based on the data collected and shared. MTData is a certified service provider for telematics applications available, integrating with a range of scale systems including LoadSMART, LoadRite, E-Max, Loadman and Tramanco.
The Intelligent Access Program (IAP) allows operators greater access to the road network in return for monitoring and compliance with access conditions through telematics. IAP monitors parameters of location, speed, time and identity, with an optional feature to self-declare data through our driver tablet screen, Talon. Our IAP service additionally monitors Higher Mass Limits (HML) across various the various states in Australia’s network.
Telematics Monitoring Application (TMA) provided a flexible, cost effective approach to managing vehicle access through telematics compared to IAP. TMA is commonly being used as an IAP alternative across Australia for lower risk activities and for high productivity vehicles that are rated low to medium risk. TMA monitors parameters of location, time and identity with optional features including monitoring mass and vehicle configuration and self-declaration of data through Talon.
